That's the new FIPS 140-2 certified crypto library...

... and if the server can't find it, you're going to have a host of problems. I'm not sure what could have stepped on the crypto library, but you can check the server's domino_icc directory under the program directory. You should see domino_icc\icc\icclib\icclib.dll, domino_icc\icc\osslib\libeay32.dll, and domino_icc\icc\ReadMe.txt. If those files aren't there or look corrupt, you should copy them over from a functional install of Domino 8.0.1.
